In Southeast Asia, CIRAD develops highly diversified national, regional or international cooperation with partners in research and higher education, with financial partners, donors or funding agencies. CIRAD also works in this region in particular with some private agroindustrial partners.

These partners encompass international agricultural research centres (CGIAR, etc.), international donors (European Union, World Bank, Asian Development Bank, etc.) and French funding agencies (AFD, ANR, AIRD, etc.), research organizations and numerous universities from the North, regionally-oriented institutions or universities (Asian Institute of Technology, etc.), national agricultural or scientific and technical research organizations, national universities, non-governmental organizations (NGOs), be they French (GRET, AVSF, CCFD, etc.) or foreign, and companies from the private sector in supply  chains such as oil palm and, in particular, seed production, natural rubber, aquaculture, etc. The MOFA status of CIRAD places it under the authority of the French embassies.

     This new public scientific cooperation organization (EPCS) is going to play a fundamental role as a portal providing access to French agricultural research and higher education for the countries of the South. This consortium brings together research organizations such as CIRAD and INRA and some agricultural and veterinary higher education establishments (AgroParisTech, SupAgro Montpellier, Rennes and Ecole vétérinaire de Toulouse).
